Though the government has evolved over its seven decades of existence, it is still dominated by the Olvanan Communist Party. This history forms the basis for the military leadership mindset. The legacy of changing political boundaries between Ariana and its neighbors over the last century never terminated satisfactorily for the countries’ ethnic groups, familial-clan geographical demographics, or theological divisions.

The Caucasus countries that possess hydrocarbon resources will continue to depend on the oil and gas industries to drive their economies, while those that do not possess such resources will attempt  to tie themselves to hydrocarbon-rich nations. Both Ariana and Atropia face geopolitical difficulties in exporting their oil and natural gas. Bordered by adversaries, the Arianians and Atropians must rely on tenuous routes to export their resources. For Gorgas and Limaria, which lack extractive or mature industries, transshipment of hydrocarbon products or providing other services to oil-wealthy countries will be their primary short- to medium-term means to achieve economic development. Donovia continues to recover from a collapse two decades ago that crippled its economy. All nations of the Caucasus have relatively high inefficiency due to corruption, government involvement in the economy, and/or lack of export industry development.

The state run economy increased its emphasis on foreign trade and foreign investments. These reforms, coupled with cheap labor and mass industrialization, allowed Olvana to become a major trading partner with the world. The resultant economic growth raised the country from one of the poorest underdeveloped nations to one of the world’s leading economic superpowers. The Arianian government continues to push for greater market liberalization and reform, but large Arianian special interests are expected to continue blocking economic progressive legislation to prevent any decrease in their power. Additionally, the government plays a significant role in the Arianian economy; its social welfare policies fund various charities and numerous subsidies for commodities ranging from foodstuffs to gasoline.
 
 
 
Ariana’s economy is a series of contrasts. While a population surge reached the labor market over  the last decade, Arianian unemployment continued to decrease over the same period. While trade and finance sanctions create significant foreign investment obstacles, overseas trade—especially  with East Asian countries—continues to grow as Asia desires raw hydrocarbon resources and Ariana seeks finished consumer goods. Although Ariana’s industrial sector continues as one of the region’s strongest, its factories suffer from international sanctions on the parts and technology needed to update its hardware and techniques.
 
 
 
President Ahmad Moudin’s financial policies support his populist agenda, including an expansionary fiscal policy. Moudin continues to support massive subsidies for the populace; energy subsidies alone account for approximately 12% of Ariana’s GDP. The People’s Wealth Fund (PWF), which uses oil revenue proceeds as a hedge against the volatile price fluctuations on the international petroleum market, supports oil subsidies to the Arianian people. The high oil prices of the last decade filled the PWF coffers with enough revenue to pursue Moudin’s populist policies, like fuel subsidies, and possibly provided funds to continue Ariana’s investment in nuclear technology.
 
 
 
As a result of Ariana’s successful nuclear weapons program, the US Treasury enacted sanctions against Ariana that hamper its international and domestic economic systems and promote policy changes. Ariana possesses a well-documented reputation as the center of knowledge, art, poetry, and mathematics in the region that dates back thousands of years. Most Arianians are proud of their nation and consider themselves Arianians and/or Persians, dependent on their ethnic group.

Olvana’s sheer size, both geographic and in population, means it is an extremely socially diverse country. The Olvan ethnicity shapes the predominant national culture, however there are a wide variety of minority groups. During the latter half of the 20th Century, the Olvanan Government took steps toward social control, seeking to assimilate all minority populations and push out religion. These efforts led to mixed results, and eventually the government began to relax its policies on forced assimilation. That said, some among the minority populations still believe that the government is seeking assimilation through economic means. While the overwhelming majority of the population embraces the Olvanan culture as it is defined by the state, it remains a friction point among minority populations. The two primary religions are Hinduism, and the traditional Olvan Folk Religion. The Hindu population is found within the interior of the country while the Olvan Folk Religion is practiced more in the eastern and coastal regions. In addition to these two primary religions, Olvana is also home to Muslims, Christians, and others.
  
Over the last few years, radical Arianian powerbrokers with extremist world views have provided sanctuary to international terrorists. Ariana also sponsored the proxy wars of the Shia Internationalist Brigades and the Martyr’s Army versus Israel, as well as training and/or supplying Arianian Shia insurgent groups such as local Shia Internationalist Brigades. Ariana continues to threaten Israel, the US, and their allies with its domestically popular and successful nuclear  weapons program.

Since President Ahmad Moudin took power in 2003, his continual references to the 12th Imam’s imminent return and the establishment of an Islamic Caliphate stir the Shia faithful to action.   The rhetoric also diverts increasing social discontent to a common foreign enemy—the US and its infidel allies, such as Israel and Egypt. As long as religious zealots control the government, it remains likely that Ariana and the US will never become allies in the Caucasus region.

Olvana is, however, one of the world’s most restrictive media environments. Olvana will utilize its cyber capabilities against external opposition parties and foreign governments. Tens of thousands of people protested the last election (August 2009), in which Moudin received the most votes in what many observers perceived as a rigged election. The perception by many Arianian citizens of deeply ingrained government corruption, skewed wealth distribution, high inflation, and high unemployment rates continue to drive this discontent and unrest. Regardless of these problems, the Arianian populace still enjoys a higher living standard than many regional neighbors. Ariana is not a poor nation. The Arianian poor generally earn more than $2 per day, the United Nations (UN) poverty standard. The government, however, states that only 18% of its citizens live below the poverty line. The Arianian people’s discontent may eventually lead to minor governmental changes but likely will not result in any fundamental changes to the Arianian political situation.
 
 
 
Most citizens enjoy clean water and electricity, most attend primary and secondary schools, and most urban citizens have access to phone services. Literacy rates remain very high in Ariana (77%), and over 80% complete high school. Each year, over one million high school graduates apply for entrance into Arianian universities. Ariana is one of the most sophisticated nations in the world at information control, utilizing advanced capabilities to monitor and direct communications. Despite this, the fragmented Arianian opposition uses the Internet extensively, though its ultimate effect on the political environment is mixed at best. While the region’s five countries have a significant number of rural residents, the majority of each country’s population lives in urban areas. About two-thirds of the Arianian (68%), Donovian (67%), and Limarian populace (64%) and just over half of the Gorgan (53%) and Atropian (52%) populace  live in urban areas. All five countries contain a mixture of modern urban cities and almost pre- modern rural villages. Modern utilities can be found in most major cities but not in the rural villages and countryside.

The Olvana infrastructure is modern and continues to improve as the urbanization continues. Significant emphasis was placed on modernizing the infrastructure in the past 20 years. Olvana has a state of the art mass transit system. The Olvanan government continues to subsidize the mass transit system to increase ridership and decrease congestion on the roads and air pollution. Airports range from large international airports that can handle almost any aircraft currently in production to small, unimproved dirt strips. Seaports are modern and can handle all modern cargo vessels. The country recently suffered from high levels of pollution in the urban areas and the government has made policies to combat pollution in urban environments. Air pollution has improved significantly but ground and water pollution are still way above acceptable western levels.

While previous Arianian leaders made substantial investments, the infrastructure now faces significant challenges from the stresses of both war and peace. While rail, road, air, and seaports are marginally adequate, the natural gas and oil infrastructure suffers from archaic construction. Environmental and population pressures on aquifers, along with considerable pollution levels, create significant stress on water and other natural resources. Over 200,000 square miles comprise the Caucasus, a mountainous region located between the Black Sea and Caspian Sea. The Caucasus includes Atropia, Limaria, and Gorgas, as well as parts of Ariana, Donovia, and Kalaria. The Caucasus Mountains, consisting of the Greater and Lesser Caucasus ranges, traditionally form the separation between Europe and Asia. The Caucasus region contains two major parts—the North Caucasus and the South Caucasus—that are divided by the Greater Caucasus Mountains. The North Caucasus region is contained entirely within Donovia, while the South Caucasus contains Gorgas, Limaria, Atropia, and parts of Ariana and Kalaria.

The Caucasus countries, for the most part, do not believe in the sensitivity of time, and do not view punctuality or the importance of time as the US and most other Western countries do. Most of the people in the region do not view time as a resource and do not feel any compulsion to effectively manage their time. The people in the Caucasus region do not make the connection between effective use of their time and production. This lack of time consciousness will likely frustrate US soldiers as they work with their allies, but it will also give the US a battlefield advantage against its enemies.

They do not accept tardiness and will often arrive 30 minutes prior to an agreed time. Olvanan time management stems from the other-centric view that one should use as little of another’s time as possible. The concept of karma as applied to consideration of others leads to short, concise events that begin early and end even earlier. This extremely fast-paced and time-focused culture is viewed positively by the government and has been reinforced accordingly. This has resulted in a proactive, offensive view of conflict that focuses on pre-emptive action. US personnel interacting with Olvanan military leaders will need to prepare extensively beforehand and have potential decisions pre-approved by the chain of command in order to be successful. These criminal networks are normally family affairs, with each family staying local to avoid conflict with other groups. These groups are not happy with the Tantoco Cartel moving into their cities, and may fight them to keep Tantoco out. Political

The People’s Republic of Olvana is a communist nation that was created in the mid-20th Century after several decades of internal civil conflicts and global wars. Though the government has evolved over its seven decades of existence, it is still dominated by the Olvanan Communist Party. While the government was uncompromising in its approaches to social change during the mid to late 20th Century, it has adopted a more lenient stance regarding the way it approaches domestic economic and social challenges. Today, Olvana’s massive economy and modernizing military have enabled it to become a regional hegemon capable of exerting tremendous pressure and influence throughout the region and across the globe.

Military

As the largest country in terms of size and population in the region, Olvana maintains the largest military in the Pacific region. The Olvana People’s Army (OPA) is composed of not only a land force, but the Olvana People’s Navy (OPN) and Olvana People’s Air Force (OPAF) are subordinate to the OPA. Olvana’s military has been undergoing a push to modernize its equipment and transform the way it prepares for and executes military operations. Olvana has successfully closed the technological gap that once separated it from western militaries, enabling its forces to create challenges for even the most advanced adversaries, and allowing Olvana to become a leading exporter of military technology to developing countries. The OPA active duty units operates primarily Tier 1 and 2 weapons. As new weapons are fielded by the OPA, the older Tier 3 weapons are cascaded to the reserve units or sold to other countries. The military plays a large role within Olvana’s national strategy, not only in a traditional sense, but also in building influence and shaping conditions during competition. 

Economic

Over the last half-century, Olvana has gradually evolved from being a primarily agrarian economy into one of the world’s economic powers. The state run economy increased its emphasis on foreign trade and foreign investments. These reforms, coupled with cheap labor and mass industrialization, allowed Olvana to become a major trading partner with the world. The resultant economic growth raised the country from one of the poorest underdeveloped nations to one of the world’s leading economic superpowers. Olvana uses its economic influence to shape regional and global international relations.

Social

Olvana’s sheer size, both geographic and in population, means it is an extremely socially diverse country. The Olvan ethnicity shapes the predominant national culture, however there are a wide variety of minority groups. During the latter half of the 20th Century, the Olvanan Government took steps toward social control, seeking to assimilate all minority populations and push out religion. These efforts led to mixed results, and eventually the government began to relax its policies on forced assimilation. That said, some among the minority populations still believe that the government is seeking assimilation through economic means. While the overwhelming majority of the population embraces the Olvanan culture as it is defined by the state, it remains a friction point among minority populations. The two primary religions are Hinduism, and the traditional Olvan Folk Religion. The Hindu population is found within the interior of the country while the Olvan Folk Religion is practiced more in the eastern and coastal regions. In addition to these two primary religions, Olvana is also home to Muslims, Christians, and others.

The People’s Republic of Olvana (PRO) maintains a large information environment, with its internet industries counted among the world’s most active. Olvana is, however, one of the world’s most restrictive media environments. Olvana will utilize its cyber capabilities against external opposition parties and foreign governments. Olvana will also attempt retain total control over the nation’s internal information environment by suppressing dissent within the populace over all communications mediums, though the internet remains the most free and accessible.

Infrastructure

The Olvana infrastructure is modern and continues to improve as the urbanization continues. Significant emphasis was placed on modernizing the infrastructure in the past 20 years. Olvana has a state of the art mass transit system. The Olvanan government continues to subsidize the mass transit system to increase ridership and decrease congestion on the roads and air pollution. Airports range from large international airports that can handle almost any aircraft currently in production to small, unimproved dirt strips. Seaports are modern and can handle all modern cargo vessels. The country recently suffered from high levels of pollution in the urban areas and the government has made policies to combat pollution in urban environments. Air pollution has improved significantly but ground and water pollution are still way above acceptable western levels.

Physical Environment

Olvana is a large country located in eastern Asia that borders three major bodies of water: the Yellow Sea, the East China Sea, and the South China Sea. The country’s terrain varies from high mountains and green plateaus to river valleys and deltas, with climates ranging from tropical to semiarid to sub-alpine. Multiple natural hazards exits, resulting from Olvana’s geology, weather, native wildlife, and human activity.

Time

Olvanans see time as a precious resource, which is extremely important, as such they frequently apologize for taking up someone's time. They do not accept tardiness and will often arrive 30 minutes prior to an agreed time. Olvanan time management stems from the other-centric view that one should use as little of another’s time as possible. The concept of karma as applied to consideration of others leads to short, concise events that begin early and end even earlier. This extremely fast-paced and time-focused culture is viewed positively by the government and has been reinforced accordingly. This has resulted in a proactive, offensive view of conflict that focuses on pre-emptive action. US personnel interacting with Olvanan military leaders will need to prepare extensively beforehand and have potential decisions pre-approved by the chain of command in order to be successful. Olvana sits within the Olvanan Time Zone (OTZ), which is seven hours ahead of Greenwich Mean Time (GMT)/Coordinated Universal Time (UTC); it does not observe Daylight Saving Time (DST).

Yellow Sashes Insurgency Olvana The Yellow Sashes are primarily Hindu who detest the Olvana communist government’s repression of religion. The Yellow Sashes are often traditionalists who wish to return the country back to the way it was 150 years ago. The Yellow Sashes want a return to the previous form of government before communism, which was a hereditary monarchy.
Olvana Jemaah Islamiyah Insurgency Olvana The OJI is a Muslim insurgent group that operates primarily in Western Olvana with many of its leaders training in the Middle East. As the OJI becomes stronger, the group continues to push further to the east. The mainline OJI is usually content to slowly convert people to Islam by providing services to the poor rural people that the central Olvana government seems to forget. There are OJI cells that do not feel the conversion process is occurring fast enough, however, and are trying to convert the rural villages by force.
Olvana Mission Insurgency Olvana The OCP is not a political party, but a group of Christian missionaries whose mission is to make the lives of rural Olvanians better while converting them. The Olvana central government is not extreme in its denunciation of religion and will generally allow various religions to practice as long as those practicing their faith do not use it as a means to overturn the current political structure. The OCP is on the cusp of going from a group tolerated by the Olvana government in the northwestern part of the country to one that the communists will seek to destroy.
Tantoco Cartel Criminal Olvana, South Torbia, Belesia The Tantoco Cartel was founded in the Republic of Torbia, it also operates in the largest cities of Olvana. The Tantoco Cartel is involved in almost every type of criminal activity imaginable: drug and weapons smuggling, extortion, motor vehicle theft, illegal gambling, money laundering, counterfeiting, and murder-for-hire. The Olvana government is serious about bribery as some senior government leaders have been forced to resign or imprisoned when caught taking bribes.
Black Societies Criminal Olvana There are a number of “black societies” or organized criminal networks in the largest cities in Olvana. These criminal networks are normally family affairs, with each family staying local to avoid conflict with other groups. These criminal networks are involved in armed robbery, racketeering, smuggling, narcotics trafficking, prostitution, gambling, and contract killings. These groups are not happy with the Tantoco Cartel moving into their cities, and may fight them to keep Tantoco out. These groups are normally named after a color and an animal, usually a bird of prey.
